Feeble fine for fly-tipper

On October 15, 2020, in Environment Agency, Fly-tipping, Litter fines, by PeterSilverman

The owner of a tipper truck has been prosecuted by the Environment Agency (their annual prosecution?) for fly-tipping this load of wood.

They were fined £200, and ordered to pay costs of £2,000 and a victim surcharge of £30.

Surely this is no deterrent. Why not a fine of £20,000? Why was the vehicle not confiscated.
