ORR’ first Annual Report mentions “litter” but..

The ORR (Office of Rail and Road) the statutory monitor for Highways England have now produced their

Annual Report April 2015 – March 2016

Following my representations to them they have devoted half of page 31 page to litter. They report that they:

undertook  inquiries into how HE manages its duties with respect to litter management” and ..

”.. identified a number of actions that Highways England should take to improve performance in this area and have since written to the company to set these out. They include requirements for the company to publish an updated litter strategy and to publish further details of the litter picking it undertakes on the network, to provide greater assurance to its users and stakeholders that it is effectively managing the issue”.

This is in my opinion just a token response to the representations I have made to the ORR regards litter and the dire condition of their network.

They have a statutory  duty to monitor how Highways England exercises its functions. One of those functions is to ensure, so far as is practicable, that the motorways are are kept clear of litter and refuse. The ORR are failing the public in this regard.
