Who is responsible for cleaning the HE trunk roads?

This map shows Strategic Road Network managed by Highways England. It consists of motorways and All Purpose Trunk Roads (APTRs).
HE are responsible for cleaning all of the motorways but only the APTRs coloured orange and green. The rest in grey are the responsibility of the relevant local authority.
These schedules detail the APTRs cleaned by HE
A more detailed map of the HE network
Outside London the cleaning of all other roads is the responsibility of the local authority.
