The photos were taken on 24th June 2020. They show the central reservation of Denham Way which leads south from J17 of the M25.

Both the central reservation and the verges had recently been cut without the prior removal of the litter.

Hertfordshire County Council are responsible for maintaining all of the roads in the county including the cutting of vegetation.

However each subsidiary District Council – in this case Three Rivers DC – has to keep them free of litter.

I am campaigning to have the responsibility for litter picking all such un-pavemented to be transferred to the respective County.

The contractor who cuts the grass or maintains the hedgerow can then pick up the litter.

The A1089 is another Herts County Council road with split responsibilities.

The same split responsibility also applies the certain Highways England All Purpose Trunk Roads and to Transport for London Strategic Roads
