Council failing to clean services slip road on A303?

I believe the photos show the section marked by the yellow arrow which, as opposed to the petrol station forecourt, looks to me to be part of the public highway.
Although the A303 is part of the HE network the poor old local authorities have to keep their bits clear of litter. In this case it is Basingstoke and Dean District Council.
It is another example of local authorities being unwilling to devote resources to this work.
To make sure I have submitted this Freedom of Information inquiry to Basingstoke and Dean. (link will be added shortly)
