Highways England employ 929 Traffic Officers according to the reply to a Parliamentary question from Labour Shadow Transport Minister, Jim McMahon MP.

With their dash-cams they are ideally equipped to enforce the new Littering from Vehicles Regulations and catch waste transporters spilling their loads onto the motorways.

However:

  • The way DEFRA constructed the Littering from Vehicles Regulations they do not apply to any road where Highways England has the statutory duty to keep it clear of litter including all the motorways. Littering from Vehicles – defective Regulations

….. so they do neither.
