Anti-social Behaviour, Crime and Policing Bill

I understand from the CPRE that  Lord Marlesford has withdrawn his roadside littering amendment to the Anti-Social Behaviour, Crime and Policing Bill on the guarantee that the Government will introduce its own amendment at the next stage in the Commons to ensure the proposed regulations will be introduced via the Bill.

Regulations should therefore be introduced before next year’s General Election to allow councils in England to issue a civil penalty to the keeper of a vehicle when litter is thrown from it.

I will endeavour to find out if the Highways Agency will be able to take on these powers to combat littering on the motorways.
