In a letter to Ed Vaisey MP HE wrote:

Lorries travelling along our roads without properly netted loads are a major source of litter. Our inspection teams are also identifying haulage companies that have inadequate containment of loads.

Once the offenders are recognised, the relevant company will be contacted highlighting the implications of insufficient covered loads, possible penalties and the impact it has on our network.

HE refer to lorries without netted loads as apposed to waste transporters presumably to blur the issue so that it falls under the heading of unsafe  loads rather than the more serious offence of failing in the duty of care re waste (S34 of the EPA).
