HE’s new “Asset Delivery” contract

Highways England have been gradually rolling out its Asset Delivery contract to more areas. Instead of a single contractor there are separate contracts for:

  • Routine maintenance i.e. repairs, emergency incident response and severe weather services
  • Design Services and,
  • Renewal works.

The idea is to give HE more control. As I understand it they will carry out the routine safety / (litter?) inspections.

As one would expect HE’s 2016 PR glossy on the Asset Delivery published in 2016 makes no mention of “litter” in its 12 pages.

I understand that it already applies to Areas 1, 2, 4, 6, 7, 8, 10, and 13. Areas 3 and 9 are in some sort of transitionary arrangement. It will go live in Area 3 in November 2021.

I have asked for a copy of the routine maintenance contract and for a timetable of the roll out.

Earlier contract formats were termed Asset Support Contracts and Progressive Asset Delivery Contracts.

The contract will not apply to the areas subject to the long term DBFO / (Private Finance Initiative) contracts which include the likes of the M25 and connecting roads (Area 5) and to the M40 from J1 to J15.
