In October 2009, the Natioanl Audit Office published  report  Highways Agency: Contracting for Highways Maintenance   which concluded that there were shortcomings in the Agency’s management of its contractors. Although it did not specifically look at cleaning the same maintenance contractors do this work.

In October 2010 the new government commissioned an independent review of the Highways Agency by Alan Cook. His report, A Fresh Start for the Strategic Road Network was published in November 2011.

On the 24th May 2012 the Secretary of State for Transport, Justine Greening,  announced her response to the report and published A Fresh Start for the Strategic Road Network: The Government Response.  Please also refer to the Department For Transport’s press release .

The government has announced that while accepting some of Alan Cook’s recommendations it is publishing the terms of reference for yet another study.  This time  into “the feasibility of new ownership and financing models for the strategic road network.

In my view all that was required after the Audit Office report would have been a change in top management.
