According to a Highways England e-mail to Derek Gilman:

A new contract model, the Asset Led Delivery Model is due to start in the East Midlands in July 2016. Within that model, we are prescribing more regular maintenance of the network, including more litter clearance and keeping road signs cleansed and unobscured.

I have now obtained a copy of the contract and after an initial run through I can see no indication of anything that supports this statement as far as litter in concerned.

I will be seeking clarification from Highways England.
