Network Rail is subject to scrutiny by a regulator – why isn’t the Highways Agency?
I was interested to come across a report in the Daily Telegraph today about Network Rail being embroiled in a row with the industry regulator about its alleged failure to keep bridges, fencing and drainage in a satisfactory condition.
Surely our motorways should be subject to similar independent scrutiny.
Interestingly in Scotland there is a Performance Audit Group whose remit is “to audit, monitor and review Scotland’s trunk road contracts, raising standards and encouraging best practice”
