The Highways Agency have no excuse for allowing this build up of litter.
These images are of the anticlockwise “on” slip-road of J10 of the M60
The first image is taken from Google Street View. The other three were taken by Ford Desmoineaux in early December 2014.
The litter is all within the white line marking the end of the motorway and its removal is therefore the responsibility of the Highways Agency.
Their duty is to ensure, so far as is practicable, that the land is kept clear of litter.
As the three areas are all accessible from adjacent pavements there is simply no excuse for their allowing these accumulations to build up.
