Fly-tipping – the illegal dumping of waste – House of Commons BRIEFING PAPER Number CBP05672, 9 May 2016 states that:

Local authorities are responsible for investigating and clearing small scale fly-tipping on public land … The Environment Agency investigates larger scale fly-tipping (more than a lorry load of waste), hazardous waste and fly-tipping by organised gangs.

Yet, while www.gov.uk/report-an-environmental-incident lists 10 types of incident you should report to the Environment Agency hotline, large scale fly-tipping is not one of them.

Then under www.gov.uk/report-flytipping they say:

In other words do not trouble the Environment Agency who are specifically charged with investigating large scale fly-tipping. Instead contact CrimeStoppers, a charity for anyone who wants to report a crime anonymously to avoid any recriminations from the criminal – domestic abuse.
