The verges/central reservations and lay bys of the  A11/A14 which fall within your boundaries are thick with litter and refuse and are very unsightly and at unacceptable levels:  From the A14 adjacent to Bottisham and A11 near Wilbraham Road up to the Suffolk border near the BP service stations, both verges in both directions of the highway and central reservation are thick with litter and refuse.  The A14 at the Suffolk border/Snailwell Road up to the border at Kentford and the A11 up to the border at Red Lodge, both verges in both direction of the highway and central reservation are thick with litter.  The embankments of the A14 which pass Newmarket are particularly in need of some serious attention.

Attention of: Chief Executive East Cambridgeshire District Council

Dear Sir/Madam                           

Take Notice that I Stuart Clay 0f 10 Mountbatten Close Thetford Norfolk claim that the highway described in the schedule hereto is one which you have a duty under S89 (1) of the Environmental Protection Act 1990 to ensure, so far is practical is kept clear of litter and refuse.

AND TAKE NOTICE that you have failed to keep the highway described so far is practical clear of litter and refuse.

AND TAKE NOTICE that as I am aggrieved by the defacement by litter and refuse of this highway I am giving you five days notice as required by S91 paragraph 5 of the Act that I intend to make a complaint to the Magistrates Court under S91 of the Act for an order to require you to clean the highway.
