The environment secretary, Caroline Spelman, announced a review into policies towards a ‘zero waste’ society and the scrapping of ‘pay as you throw’ pilots. The coalition wants councils to develop recycling schemes, much as Windsor and Maidenhead rewards recycling with vouchers for local shops
