Fixed Penalty Notices at a low level and falling

FIXED penalty notices for offences like littering and dog fouling appear to be of little interest to Welsh councils – with some issuing none at all in a year.

In total, councils issued just 1,804 fines for littering in 2010-11 – an average of just 5 a day between all 22.

DEFRA no longer collect stats on litter fines. The last figure they have for the UK as a whole  are for 2008/09 when  35,000 FPNs were issued
