The Highways Agency published its 2012/2013 business plan on 27th March.
It contains no reference whatsoever to the problem of litter /cleanliness on its network of motorways and truck roads
Annex B contains a list of 7 performance measures, again without any reference to the cleanliness of the network.
Under Asset Support Contracts the plan says that the South West contract was awarded in late February 2012, and the North West region will be the next. Tenders will be invited for contracts in East Midlands, East Anglia and the South East during the year. I have criticised these contracts on their failure to set measurable cleaning standards.
