Lord Taylor too busy to discuss motorway litter

I wrote to Lord Taylor of Holbeach on 15th March asking for a meeting about motorway litter. He replied  on 23rd April saying that he could not meet due to heavy diary committments.

He said that the Highways Agency had recently reminded their Service providers of their contractual responsibilities on this issue (i.e.litter).

I had heard something similar a year ago from Mike Penning but the Highways Agency could not supply any supporting documents.  I have therefore  put in a Freedom of Information request which can be seen here www.whatdotheyknow.com/request/correspondence_with_service_prov/new
