The combination of a specification which is both inadequate and virtually impossible to monitor in my opinion means that the new contract is inconsistent with the duty of the Secretary of State to ensure that the motorways in England are, so far as is practicable, kept clear of litter.

Follow up to telcon with Mark Reach from Philip Hammond’s office asking for Alan Cook’s e-mail address and an acknowledgement of my e-mail to him of 28th July 2011
As Mike Penning’s office had failed to provide contact details for non executive chairman of Highways Agency I have asked Philip Hammond. I have also asked him to expedite answers to questions put to Highways Agency in my follow up to my meeting with them. This is urgent as review will be completed in October.
